Heavy Obstacles to Chinese Tire Export
For the past few years, Chinese tire export was in rapid growth. However, foreign anti-dumping investigations are implemented consecutively on Chinese tire export. On September 10th, 2009, Brazil declared to impose a 0.75 USD/kg anti-dumping tariff on automobile tires. On September 11th, 2009, the United States decided to carry out punitive duties on Chinese exported car and light truck tires. Namely, it will impose 35%, 30% and 25% special duties on tires made in China in the following three years separately. Argentina also implemented anti-dumping investigations on Chinese tires. There is possibility that it will follow the measures of Brazil.
Currently, the annual export volume of Chinese tires accounts for over 40% of the total production. Provided the export volume to the United States is cut down by 50%, there will be 12% tire productivity surplus in China. Moreover, the successive barriers from South American countries such as Brazil and Argentina will reduce the profitability of Chinese tire export in these emerging markets. Once the anti-dumping measures spread, the South American market for Chinese tire export may be closed.
